Where the apartments are
Rancho Palos Verdes has about 2,381 apartment units, and they sit inland along Western Avenue and the commercial corridors rather than on the bluffs. For most buildings the coastal zone does not arise. Where it does, the city has had a certified Local Coastal Program since 1983 and issues coastal permits itself.
The landslide moratorium
RPVMC Chapter 15.20 restricts development within the Portuguese Bend landslide complex, and in August 2025 the city made the prohibition on new residential construction permanent across roughly four hundred properties. That area is almost entirely single-family, and the city's apartment stock lies outside it — but we confirm a parcel's position against the moratorium boundary before we quote. We would rather tell you no at the site visit than at the counter.
Rent control
Rancho Palos Verdes has no local rent stabilization ordinance. Rent increases are governed by the statewide Tenant Protection Act: five percent plus regional CPI to a maximum of ten percent, with units exempt for fifteen years from the date their certificate of occupancy is issued.
What the city can and cannot do
Rancho Palos Verdes cannot deny a permit for a pre-2020 unit because it violates building standards or the local ADU ordinance. It can deny only if it finds that correcting the violation is necessary to meet the substandard-building threshold in Health & Safety Code § 17920.3.
That is a far narrower test than full compliance with current code. A unit can fall short of today's standards in a dozen ways and still be permitted, so long as none of them makes the building substandard.
